Perry City Council Approves Loan Agreement for Airport Improvement Project

The Perry City Council convened Monday evening in regular session.

The meeting started with Mayor John Andorf giving a recap of the successes the City had during 2018, adding that he believes the Council and City staff will continue to work hard to 2019 to maintain the momentum. Next, there was a public hearing to discuss entering into a general obligation loan agreement in the amount of $2.3 million for the airport improvement project. City Administrator Sven Peterson mentioned the runway expansion is mostly being paid for by the Federal Aviation Administration, while the new hangar is being built with the aid of the Iowa Department of Transportation. No one spoke against the loan during the hearing, so afterwards the Council approved the agreement.

Following that, they discussed the renewal of the City’s Federal Migratory Bird Depredation Permit, which involves putting effigies in trees to detour nesting turkey vultures. Police Chief Eric Vaughn talked about the effectiveness of the program, and went over a few other options. Afterwards, the Council approved the permit application. Other items approved included: a pay request of $19,136.10 for a portion of the retainage to Elder Corporation for the Willis Avenue Bridge project; the appointment of Mike Mallicoat to the Perry Tree Board; appointing newspapers for official publications and notices; setting the time and place for regular Council meetings that conflict with observances of holidays in 2019; and the appointment of compliance officers and various City positions and committees.

Finally, the Council listened to a presentation from a representative from Access Systems regarding printer maintenance and supplying, at the request of Finance Officer Susie Morehead. After hearing the proposal, and based on Morehead’s recommendation, the Council approved a five-year contract.
